The age old argument about which came first, the chicken or the egg, certainly could equally apply to computers and software. Sometimes computer hardware should be configured according to the software you plan to run. Consider the different requirements that would be needed for a power gamer versus a machine used only to access the Internet, these machines would be much different. The machine built for the power gamer, while perfectly capable of accessing the Internet, would be very expensive overkill if that is all it were used for. The machine built for accessing the Internet, while capable of running game software, would be far to slow to offer an enjoyable experience.
Another area that needs to be considered is software designed to keep your computer running securely and optimally. Some examples are registry cleaners, backup software, virus software, malware software, and the list goes on. Trying to run your computer without these kinds of programs would be foolhardy at best.
